An outcome is the actual final result of the system performance under the circumstances in which the system is being used. The outcomes may be goods and/or services but are commonly some defined endpoint or result. Outcome metrics in an emergency management program are defined by the overall systems goals and objectives, and the outcome measures can be assessed against these objective and measurable endpoints
